Executive Summary
Our ability to protect the world from infectious diseases is endangered by the rising threat of antimicrobial resistance (AMR), which spreads regardless of geographic boundaries, politics, or conflict. Global collaboration, leadership, and action are required to combat AMR, which is a fundamental threat to global health security, and the United States is positioned to be a leader of this effort worldwide. Released in its current iteration in 2020, the National Action Plan (NAP) for Combating Antibiotic-Resistant Bacteria (CARB) outlines five goals for federal U.S. departments and agencies to work toward collaboratively to combat AMR. Despite progress made, opportunities remain to collectively and collaboratively address global AMR at the intersection of the human, animal, and environmental sectors. Across the One Health spectrum, the PACCARB has identified five foundational concepts that should be incorporated into all current and future global U.S. Government AMR activities, including the interpretation and implementation of the recommendations in this report: defining AMR to include both bacterial and fungal infections, the use of plain language, monitoring and use of metrics, engagement of local stakeholders, and global targets that allow for localized implementation. Guided by the foundational concepts and the urgent need to combat AMR globally, the report with recommendations provides four main recommendations on global priorities and nine recommendations on specific U.S. actions to address this pressing global health threat.
