Executive Summary

The Centers for Disease Control and Prevention and the World Health Organization have recognized antibiotic resistance as a major threat to global health. To address this issue, the U.S. Department of Health and Human Services (HHS) established the Presidential Advisory Council on Combating Antibiotic-Resistant Bacteria (PACCARB), which advises the Secretary of HHS. For the PACCARB’s first report, the council formed working groups aligned with the goals of the National Action Plan for Combating Antibiotic-Resistant Bacteria, and conducted assessments of the U.S. government's progress. While there have been notable accomplishments, the PACCARB report highlights six overarching themes that require further attention: embracing a One Health approach, appointing a lead federal champion for the CARB initiative, coordinating the federal response, allocating adequate resources, developing critical partnerships, and creating economic incentives for new tools. The PACCARB acknowledges that collaboration between human and animal health institutions is essential, and it emphasizes the need for coordination, resource commitment, and partnerships to combat antibiotic resistance effectively. Furthermore, the report underscores the necessity of incentivizing the development and deployment of new diagnostic, preventive, and therapeutic tools. The report recognizes the human impact of antibiotic resistance and emphasizes the importance of addressing this crisis. Overall, the report calls for continued efforts and comprehensive recommendations to combat antibiotic-resistant bacteria effectively.

This report was compiled by the Working Groups on Goals 1-5 of the National Action Plan, and was voted on and approved by the full council at the 2nd PACCARB Public Meeting on March 31, 2016.
