Region 5, based in Chicago, serves Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin.

Comprised of six Midwestern states, Region 5 is notable in that each state borders at least one of the Great Lakes. Consisting of large metropolitan cities, vast suburban areas, scenic lakefront beaches, and acres of fertile farmland, Region 5 is home to 35 federally recognized American Indian tribal governments and a diverse population with many cultures and languages.

Region 5 is also the home to abundant academic medical centers, health policy research institutions, medical and dental associations, and innovative community-based organizations. The unique makeup of this region requires cultural attunement in establishing partnerships and communication channels with Tribal, federal, state, local organizations, and other partners with common health goals to address the needs of the community.

CDR Kristine Scherbring is the Regional Health Administrator (RHA) for the U.S. Department of Health and Human Services (HHS), Office of the Assistant Secretary for Health, in Region 5. CDR Scherbring is a Commissioned Corps officer in the U.S. Public Health Service, having served since 2009, and holds the rank of Commander. She is the senior federal public health official representing the Office of the Assistant Secretary for Health (OASH) in Region 5.

Before joining OASH, CDR Scherbring worked for Federal Occupational Health (FOH), Clinical Health Services as the Chief of Clinics (COC). As the COC, she was responsible for managing the delivery of clinical services and providing leadership, direction, and training to nurses in over 188 FOH clinics. Before joining  FOH, CDR Scherbring served as the Region 5 Senior Public Health Advisor (SPHA) for the Office of the Assistant Secretary for Health. As the Senior Public Health Advisor, CDR Scherbring helped carry out OASH and HHS public health activities designed to help lead Americans to healthier lives. Prior to serving as the SPHA, she was the Chicago Innovation and Operations Division Director for the Centers for Medicare & Medicaid Services (CMS) in Region 5. In that role, she provided direct supervision and effective leadership for staff responsible for activities related to innovative payment model design and issues regarding Medicare Part B coverage. CDR Scherbring holds a MSN with an emphasis in nursing leadership along with a BSN from Morningside College.
