Target-setting method justification
This method was used because the Healthy People 2030 Workgroup Subject Matter Experts did not anticipate that the linear trend will continue and expected minimal improvement in the next decade. Maintaining the baseline is the desired target because there are limited evidence-based interventions to favorably impact the trend.

This measure tracks the estimated proportion of persons aged 15 to 24 years with serologic evidence of HSV-2 infection, as measured by NHANES, a national probability survey.
